It's a shame that R.R.Patil and Gang in Maharashtra failed to spend even a rupee on planned POLICE REFORMS in Mahrashtra during the fiscal year. How do you expect police to perform better when their basic requirements are not met? R.R.Patil is only interested in controling the Police force as it gives him enormous personal power and political clout.
